Under EU261, €250 (up to 1,500 km), €400 (1,500–3,500 km) or €400–€600 (over 3,500 km — €600 on non-EU long-haul, €400 intra-EU). UK261 pays £220 / £350 / £520. US DOT does not pay a fixed delay amount, but a 3+ hour domestic delay (6+ hour international) triggers your right to a full cash refund if you do not fly.

For EU261/UK261 fixed compensation, only if the weather was genuinely "extraordinary" — courts read that narrowly and ordinary winter conditions usually don't qualify. Your right to a refund and to duty-of-care (meals, hotel) applies regardless of cause. US DOT refund rights are not affected by the cause.
